The communists tried to copy these buildings but in my opinion came up a little short. &lt;br /&gt;&lt;br /&gt;I don&#039;t think they forgot about the advertisements; I remember reading in the papers a few times about attempts to pass a law to forbid them, but the first people that protested were the people who live in those apartments; that&#039;s because the advertising companies usually pays their utilities and that&#039;s a big help especially if we&#039;re talking about retired people. 		<description>But if this is 1934 its not a &#039;communist era&#039; building - its Bucuresti as &#039;the Paris of the East&#039; when men dressed properly and everyone tried to speak French - and build like August Perret et al !&lt;br /&gt;But someone told me the problem today is that when they were setting up the post communist planning system they forgot (didn&#039;t know about) advertisments and left them almost free of controls - is that so ?</description>

		<description>AB: The banner is a new addition brought on by our new market economy :) It doesn&#039;t block out all the light in the apartments (the material is somewhat transparent) but it does block out most of it. I&#039;ve seen a few apartments that have an outside banner and in my opinion life looks pretty grey when you live in a place like that.</description>
